Welcome to the Unopposed Bill Committee on the Cheltenham Borough Council Markets Bill, a bill promoted by Cheltenham Borough Council. I'm Lord Ponsonby of Shulbrede, Senior Deputy Speaker. May I begin by welcoming Mr. Emyr Thomas of Sharpe Pritchard LLP and parliamentary agent for the promoter. And may I ask you, Mr. Thomas, to introduce those with you and then to introduce the bill and describe its main provisions.

Yes, my Lord, thank you for that introduction. I have with me Mr. Louis Krog. Mr. Krog is the head of public protection at Cheltenham Borough Council and he is also the officer responsible for the promotion of the bill. By way of background, Mr. Krog has more than 17 years' experience of working in local government and for most of that time he has specialized in licensing. I'm also accompanied by Sarah Farooqi, the head of law for litigation and planning at One Legal, which is the shared legal service that operates across four councils in Gloucestershire, including in Cheltenham.

And Ms. Farooqi has over 25 years' experience of working as a local government solicitor and has advised extensively on the operation of the 1852 Act. I trust that you have in front of you the bundle of supporting evidence.
