A war. They are not. The Houthis are a foreign terrorist organization armed with ballistic missiles, cruise missiles, attack drones, and sophisticated maritime capabilities. They have targeted American forces, attacked our partners, and threatened commercial vessels transitioning one of the world's most important waterways. And we would and we should be clear about how they developed these capabilities.
Iran. For years, the Iranian regime has provided the Houthis with weapons, money, training, and technical expertise. Iran transformed a local armed movement into a terrorist organization capable of threatening Americans and disrupting international commerce. This is the strategy we've seen Iran utilize time and time again. Build an armed terrorist organizations and militias across the Middle East that can attack the United States and our allies so Tehran can try to distance itself from the consequences.
And this becomes even more dangerous in Yemen when the Red Sea and the Strait of Hormuz are involved. Iran and its Houthi proxies have now simultaneously put pressure on two of the world's most important maritime checkpoints. Our choke points. Military deterrence is only one part of this challenge. The United States has demonstrated that we can destroy Houthi missiles, drones, launchers, and command infrastructure.
The more difficult question is how we prevent the Houthis from replacing them. Behind every missile or drone is a system that helps finance, procure, smuggle, assemble, and ultimately replace these capabilities. Illicit financing networks, front companies, weapon smugglers, and black market procurement all supplement the direct Iranian assistance to the Houthis. If that system remains intact, we risk an expensive and unsustainable cycle. The Houthis acquire a missile or drone, the United States expends significant resources to destroy or intercept it, and the network simply helps replace it.
