A strong digital economy is essential for Europe to maintain its global economic standing and to foster innovation. In this conclusion, we choose to focus on European competitiveness through the lens of the Digital Decade Policy Program 2030. We conclude that an essential step towards a more competitive and sovereign union involves enhancing investments and innovation, adopting new digital technologies, simplifying the digital rule book, and reinforcing digital sovereignty in an open manner. With these conclusions, we give clear collective guidance to the Commission's further work on the revision of the Digital Decade policy program, as well as to prominent upcoming legislative proposals such as the Cloud and AI Development Act. We have been working up until a few days ago to find a compromise, resulting in Document 15,140-325 Rev. 1, and that we sincerely hope everyone can support today.

Thank you so much, Honorable President Torsten. Dear colleagues, I very much welcome these proposed conclusions and the very strong call to action. If one message is very clear for all of us, it is that we must reinforce our long-term digital competitiveness and sovereignty to prosper in an increasingly challenging geopolitical environment. I greatly appreciate the text's ability to distill and enchant a few pages with some of the very essential drivers to strengthen the EU's digital competitiveness, from AI to improving digital skills, also access to shared data spaces, increased support in research, and public procurement as a means to foster the deployment of European technology and infrastructure. Your insights will serve as a very useful input for our careful assessment of the current digital decade objectives and targets, examining whether they adequately reflect today's technological, geopolitical, economic, and market realities.
This assessment, along with any necessary adjustments, is essential to ensure that the digital decade effectively informs the planning and implementation of the upcoming MFF. The digital decade is indeed meant to serve as a very specific objective for member states and a key tool to identify investment needs in the digital sector, enabling effective support for our shared priorities, including AI, cybersecurity, and the development of critical infrastructures. We also welcome the conclusions' emphasis on a crucial operational dimension. While investing in technologies, startups, talent, and infrastructure is vital, it must go hand in hand with efforts to simplify and reduce unnecessary administrative burdens and ensure more effective and coherent regulatory frameworks across the European Union. Here, the digital package that we proposed on November 19 will play a key role.
