Okay. Colleagues, sorry, we have the votes in AFET, that's the reason why I'm a little bit too late. So the next item on the agenda is a consideration of the draft INI report on hybrid warfare and the protection of the EU's territorial integrity and critical infrastructure. Because before giving the floor to the rapporteur to present the report, let me remind you of the indicative timetable for the adoption of the INI. The deadline for tabling amendments is next week, 10th of June.

The shadows meeting will take place during week 28. The report will be adopted in SEDE on the 15th July 2026. The vote in plenary should take place during the September session in Strasbourg. And I give now the floor to the rapporteur Rasa for five minutes. Floor is yours.

Thank you. Thank you, Chair, colleagues. Thank you for the opportunity to present this report, and let me start with a simple observation. The EU is already facing a form of war. Not conventional war, not tanks crossing borders, but drones over military sites, sabotage of undersea cables, GPS jamming, arson, assassination plots, cyberattacks on hospitals and energy grids, weaponized migration, foreign information manipulation and interference, and more.

Behind most of this, Russian intelligence services using proxies, disposable agents, and organized crime networks. Russia has mastered the art of operating below the threshold of armed conflict. Their objective is to weaken Europe from within. To create uncertainty, chaos, to divide our societies. To undermine trust in our institutions and make Europe less capable of acting.
