Welcome to this meeting of the Economic Affairs Committee where we have some distinguished guests from local government who we hope are going to illuminate the problems of fiscal devolution, which is the subject of our inquiry. And could I briefly ask you simply to introduce yourselves to our audience, and then I'll ask the first question.
