OPEN LETTER Call for a globally-competitive and technology neutral framework for 2030 and beyond 19 May 2026 In December 2025, the EU institutions have agreed on the revision of the European Climate Law, setting up an EU climate target for 2040. The adopted text makes clear that achieving decarbonisation - while reinforcing Europe’s industrial competitiveness - will require the full spectrum of net-zero energy sources. It also calls on the Commission to uphold the principle of technology neutrality in forthcoming legislative proposals to facilitate delivery of this objective. As legislation is amended to provide the post-2030 framework, words must be turned into action, through the adoption of truly technology neutral framework that secures affordable energy for European industry. Faced with a major decarbonisation and competitiveness challenges, Europe cannot afford to cherry pick technologies and potentially harm the competitiveness of its industries and the resilience of its energy system. If it is to decarbonise whilst maintaining industries in Europe and limiting energy system costs, the EU will need all clean sources of energy, from renewables to nuclear, and affordable decarbonisation solutions suited to different sectors’ needs (electrification, direct net zero heat, hydrogen, carbon capture, utilisation and storage…). Europe’s industrial sectors also require a variety of energy sources for their daily operation. Access to stable, dispatchable, competitive net zero electricity, and a stable and cost-efficient power system, is critical to ensure their continued operation. The undersigned call on the EU to adopt a globally-competitive and technology neutral framework to reach its 2040 climate objectives. As such, the EU must: • Provide a framework for 2030 and beyond which ensure an equal recognition of the role of all clean sources of energy, avoiding technology specific targets. • Establish a framework for 2030 and beyond that ensures the global competitiveness of the Union’s industry. • Ensure predictable, long-term policy signals that support investments in all industrial sectors and in all sources of clean energy. • Enable equal access to support mechanisms for all net-zero technologies. -- 1 of 2 -- SIGNATORIES -- 2 of 2 --
