The Chair calls the Minister, who formally moves that the Committee consider the draft Trade (Mobile Roaming) (Amendment) Regulations 2026, explaining that the SI updates wholesale international mobile roaming rates under the 2023 Regulations to implement a November 2025 decision of the UK–EEA EFTA Joint Committee, with Liechtenstein opting out of the roaming provisions.

Thank you very much indeed. Great to see a fellow Edinburgher in the chair, Ms Jardine or Jardin, we'll maybe not divide on that. I beg to move that the Committee has considered the draft Trade (Mobile Roaming) (Amendment) Regulations 2026. This statutory instrument is required to amend the Trade (Mobile Roaming) Regulations of 2023 by updating the international mobile roaming wholesale rates it sets. Wholesale rates are that what mobile operators charge other mobile operators as opposed to what would be for retail customers.

The amendment gives effect in domestic law to a November 2025 decision of the EEA EFTA-UK Trade Agreement Joint Committee. And this Committee is the governing body of the agreement on which each party has a seat.
