Intervenant 1
Okay, colleagues.  To this meeting.  I'm neither David McAllister nor one of the Vice Presidents, but I'm the longest serving, hopefully not yet the oldest member, but the longest serving apparently.  And I welcome you all.  Welcome to this joint meeting of the Foreign Affairs Committee and the Budget Committee.

And welcome to my dear colleague, Lucia Jar, who is the Vice Chair of Budget.  And our one and only agenda item this morning is the second Ukraine facility dialogue.  And for this purpose, I will welcome also our Commissioner, Marta Kors.  And as you all know or I recall it that on the 02/29/2024, the parliament and the council adopted the Ukraine facility regulation, which was a milestone in the EU policy aimed at strengthening Ukraine's resilience, supporting its recovery and facilitating its sustainable development and EU integration.  The facility's three pillars pursue the goal of improving Ukraine's macro financial stability while supporting reforms and investments.

The facility is also designed to provide technical assistance and support measures to foster Ukraine's alignment with EU legislation.  In line with Article 37 of the regulation, the competent committees of the European Parliament shall hold a dialogue with the Commission at least every four months.  The timing today is very opportune.  The third disbursement of 3,500,000,000.0 under the facility was adopted by the Council on the March 17 and paid out by the commission only some days ago.  Against this background, are interested in hearing how the commission is managing the facility, what lessons it has learned since its entry into force and what is the impact on Ukraine.

In addition, we would like to understand the details of the commission assessment of Ukraine's progress on reforms and how compliance with the established conditionality is being evaluated by the commission.  Before we start our discussion, let me underscore that we have reached a pivotal moment in the war also.  We therefore welcome the European Council's commitment to Ukraine's security and ongoing European efforts to ensure that any peace or ceasefire agreement will include strong security guarantees to ensure Ukraine's sovereignty and deter future Russian aggression in the long term.  Needless to say, while we wait to see how the situation will evolve, we need to continue to provide Ukraine with all the assistance it needs, whether humanitarian, military or political.  With that in mind, let us hear from the commissioner how the Ukraine facility has contributed to this goal in the past months.
