Dear colleagues, dear guests, thank you for joining us today for this public hearing entitled Russia's Hybrid Threats and Attacks in Europe, including best practices to counter them. So the European Union is a peace project, of course, nobody wants war with Russia. But we have to note that for years now and in an increasing fashion, Russia is carrying out a shadow war in Europe and using hybrid threats to attack our democracies. These hybrid attacks are taking many different forms. You see manipulation of information, disinformation, sabotaging, critical infrastructure, interference in elections and acts of violence and in in getting involved in migratory flows.
