Well, dear colleagues, we move on to our next item on the agenda, which is a public hearing on smart conditionality. So, dear colleagues and dear guests, good morning to you all. I'm happy to welcome all of you to this joint batch, content, and a public hearing on smart conditionality. I would like to give a particular welcome to the four experts who have accepted our invitation to share their expertise with us today on the legal and practical implications of a possible introduction of a smart conditionality mechanism for EU funds. One month ago, a delegation of the Liber Committee traveled to Budapest to assess the state of democracy, rule of law, and fundamental rights protection in the country.
Several interlocutors, in particular local authorities and civil society experts, expressed support for rule of law conditionality of EU funding as perhaps the only effective mechanism in the EU toolbox to address serious systemic backsliding on the union's basic values and strain in the treaty. However, once more, they also expressed concern about the consequences of the freezing of EU funds for their own funding situation and operation. So they called upon the delegation to press the commission and council to introduce a smart conditionality mechanism. The parliament and the members of our three committees present today are working in close cooperation to monitor the rule of law situation in the member states, with particular focus on risks of rule of law deficiencies for the financial interests of the union. We understand that the commission intends to build a closer link between recommendations in the rule of law report and financial support and the DU budget, as it was stated in the mission letters commission of commissioners Designers McGrath and Seraphim.
So we hope to see even more rule of law guarantees built into the post 2027 EU budget and in the rule of law toolbox. And now I'm glad to pass the floor to the by Chair, Mrs. Monica Holmeier, for her introductory remarks. Mrs. The floor is yours.
