Thank you, sir Desmond, and it is a pleasure to serve under your chairmanship. I beg to move that the committee has considered the draft merchant shipping port state control regulations 2026, which were laid before this house on the 03/02/2026, and that they be approved. In 1982, The United Kingdom was a founding signatory of the Paris Memorandum of Understanding and a member of its predecessor since the late seventies. The Paris MOU is a well established international framework for inspecting foreign ships that call up member states ports, ensuring that international standards that reduce risk to health, safety, and the environment are met. This is known as port state control.
It formalizes intelligence sharing of substandard ships and issues and adds weights to enforcement action taken by The United Kingdom by also impacting those vessels internationally. The purpose of the regulations is to replace the existing twenty eleven regulations which currently give effect to the Paris MOU requirements in UK law. The new regulations contain an expanded list conventions against which inspections are undertaken to include those to which The UK has become a party since the twenty eleven regulations were written. Those conventions have effect in UK law separately, but are now referenced in these regulations in order to ensure that the framework for undertaking court state control inspections is up to date. The regulations also remove references to EU legislation, instead referencing the Paris MOU directly.
