Malvern Hills Bill [HL] Committee House of Lords

00:02 - 02:56
Speaker 1
Welcome to this the eight sorry, the nineteenth public session of the Morven Hill Select Committee.  I I don't think I need to say very much about mobile phones and fiber cords because I think you're all familiar with the the the drill.  But I do remind you that because a Hansard record has been kept of the evidence and our discussion today, please check the hand sold record.  If you find anything that's wrong with it, let us know and the the the record will be corrected.  We're going to discuss, to begin with, amendments, and I I hope I haven't sprung a surprise on you by giving a sheet of our reaction to the the the very helpful submissions that you've made to us.

It's it's intended to simplify.  There's quite a lot that we can simply agree, and the only point I'd make is in my little table at the end.  The the numbers got right out out of sequence towards the end.  And if you just tell me what the correct numbers are, the to discuss, the end should be '23 we'll be And And do of to the day, '21 should be 22, 23 should be 24, and 26 should be 27.  But I I I think it will come clear as we go along.

But the important ones are the ones to discuss.  But before we get into the discussion of amendments, there's one particular point that I can mention on our proposed amendments.  We're not discussing these today because these are things that we're we're reserving ourselves to discuss.  I did say earlier on that, of course, that was prepared before we'd heard your your closing submissions and nothing is final until the report is produced.  But there is one change that we're minded to make, and that is in regard to the quorum.

The proposal was that the quorum should be six, and we propose adding in the words of which at least two must be appointed trustees.  Now it's in a way it's to meet your point about chiseling away miss Leen which we recognize is a significant point and that's in some way a protection against that.  So that is a proposed amendment, but of course, we haven't finalized our final discussions completely, but I I thought we should know about that.  There's one other point which I'd like to be reassured about, as you've seen, that we take a different view from the charity commission about the objects clause.  Do they need to be told about that?
