National Resilience Committee House of Lords

Speaker 7
Good morning, and thank you very much for joining us this morning for this important session of oral evidence for our inquiry into national resilience. I should remind you, that this is a public session, and it's being broadcast live. If there you will receive a transcript of, what's said during the meeting in a couple of days. So if there any if there's anything that's come out inaccurately, then you'll have a chance to correct it. But do also feel free, all three of you, to, follow-up anything in writing if you suddenly remember something you should have said or could have said that you didn't.
And the only other thing I should say is this meeting might be a bit awkward. Don't please don't be put off if members come and go because, awkwardly, this meeting coincides with the defense and international relations part of the debate on the king's speech, which will be beginning in our chamber just after half past eleven. And I know some people will be on the speaker's list somewhere. So there'll be a bit of coming and going, and I'm sorry for the disruption, but it shouldn't stop the flow lot of questions we'd like to ask you. I will start with the first one.
And when you give your first answers, perhaps you'd be kind enough to introduce yourselves for the record as well before you answer. Thank you. So I'd like to kick off by asking each of you to say something about what you believe is or could be or should be the practical role of the Ministry of Defense and the Armed Forces in implementing a whole of society approach to national resilience both in peace and war. And perhaps you could incorporate in your answer how far you think we've got, if we've got anywhere at all so far, in implementing the seven baseline requirements for civilian resilience that I believe were signed up to by The UK in as far back as 2016 in Warsaw, but I know that the defense committee in the House of Commons has commented in one of its recent reports that, not a lot appears to be done, and I'd like to know why. So perhaps I could start with mister Johnson from the MOD on that.
