Committee House of Lords

00:03 - 02:08
Speaker 1
Good morning, everybody, and welcome to this session of the House of Lords Select Committee on European Affairs taking evidence into our inquiry into the issue of dynamic alignment.  Today, Today, we're, very pleased and privileged to welcome as our witnesses for this session, mister William Bain, who's head of trade policy for the British Chambers of Commerce, mister John Foster, who is the chief policy and campaigns officer, the Confederation of British Industry, and mister Ignacio Garcia Beffero, who's senior fellow at Bruegel and former director in DG trade at the European Commission, who is joining us remotely.  Welcome to you all.  It's a great pleasure to see you.  This is a live session.

It's public.  It's being broadcast.  I would just remind everybody that the microphones are live throughout the session, so any little asides you may think you are making won't be so aside.  So please bear that in mind.  There will be a transcript produced of the session, and witnesses will be provided with a draft of the transcript to make any correction corrections they think are required before we go final with it.

Right.  Well, on that basis then, if we can proceed with the evidence session, we have a number of questions for you.  We are aiming to get finished in about fifty to sixty minutes.  So please, if I could ask the questions and the responses as far as possible, succinct succinct succinct and clear as you can possibly make them.  That would help us get through.

And I'll kick us off, if I may.  And I'll start with a question to mister Garcia Beffero, and that is is, a former European commission official, could you help us to understand what the commission means by dynamic alignment?  We've heard various other people give their definitions of it, but what do you think the commission means by it?  And how likely is it in your view that you might shift to a different approach with partners who are trying to participate in areas of the single market based, for example, on equivalence or or mutual recognition rather than dynamic alignment, or is dynamic alignment going to be it?  Thank you.
