Council of the European Union Conseil européen
00:00 - 01:18
Intervenant 1
To decarbonize and ensure security and affordable energy, none of the measures can threaten these objectives. I have elaborated the approach and solutions in the letter sent to all ministers ahead of the council, with more details in documents supporting this AOB point. In short, market players, notably suppliers to the EU as well as importers, are seeking certainty about which solutions would be considered acceptable for demonstrating compliance. Proposed solutions allow for the practical and harmonized implementation of the import requirements of the regulation across the EU, bringing long-term certainty for external suppliers and ensuring energy security in the EU. I also called for the rapid adaptation of appropriate security of supply clauses within penalty regimes by member states, as mandated by the regulation.
Mindful of this, the Commission will further facilitate this work by rapidly deploying main criteria for further compliance solutions in the form of recommendations. We will, of course, revert to the different domestic aspects.

Intervenant 2
Thank you very much, Dan, for the information and the additional insights. Dear colleague, as you know, there is no expectation that you express your position, but I think I have 14 of you that have been put on the list. So, of course, I will open the floor, but I really encourage you to be very short and concrete in your interventions because we have a lot of AOB points still to cover. So, hereby, I will open the floor, and I will ask Poland to start, followed by Belgium. Voigt, please.

Intervenant 3
Thank you very much, Commissioner. Poland endorses the approach presented by the Commission and in Commissioner Jorgensen's letter to ministers. We support simplified implementation solutions for the import requirements of the Made in regulation. We have shared our statement expressing our position, and we have received positive signals from several member states: Finland, Croatia, Belgium, Latvia, Lithuania, and Bulgaria. We are aware that other delegations wish to take the floor in a similar spirit, highlighting their specific national contexts and considerations.
