European Commission Commission européenne

Thank you, Valentina Vasilieva, TVP Vot Tak. It's not new topic, but apparently it became very interesting for Russian propagandist media. Today they published article saying that European Commission is discussing full ban for all Russian citizen for, like, entry Schengen zone. And that it's happening because of the elections in State Duma in September to destabilize Russian society. So, my first question is, European Commission really discuss full ban for all Russian citizen tourist visas, Schengen visas?
And second, can it be connected to the elections in September in Russia? Thank you.

Thanks very much for the question. As a matter of fact, we have discussed this topic here several times, but maybe it's good to remind the overall context. So, since the start of Russia's war of aggression against Ukraine, we have taken unprecedented measures to restrict the entry of Russian nationals into the EU. As a reminder, already in 2022, we fully suspended the visa facilitation agreement with Russia. Also in 2022, we adopted guidelines for member states to deprioritize visa for Russians and to focus on security and border controls.
And last November, we adopted new measures on multiple entry visas, which are now in principle not possible for Russian citizens to get anymore. And we see clear results of these measures. We have a massive decrease of visas issued to Russian nationals over the past years. And let me also maybe remind you that President von der Leyen mentioned this topic in her latest letter before the European Council, the last European Council in June. What she said there is that the effectiveness of the measures depends on their consistent and uniform application across all member states, and that the Commission is working on updated guidelines on visa issuance to Russia and the list of supporting documents.
