Hi, Luca Bertuzzi, Euronews. I have a question concerning this option paper on sanctioning potential restrictive measures for Israeli settlers. We understand that the option paper includes a full or partial ban for products coming from these settlements. Still, we also understand that the Commission left the door open on what exact legal basis to use for such a ban. Can you clarify if your position on this has changed?

We understand the final legal basis should be decided based on the center of gravity of the proposal. Does that mean that the Commission has changed position in terms of whether it should be a foreign policy legal basis or a trade policy legal basis? Thank you.

Thank you for your question. So, I can confirm that the Commission has indeed sent an option paper to our Member States in line with the European Council conclusions from June. This paper, as was indicated previously, will be discussed at next week's Foreign Affairs Council. I can provide a small bit more detail, but not much. So, this non-paper lays out options on the one hand to improve the current system of differentiated treatment as regards trade with the Israeli settlements, and it also presents options to restrict or ban the import of goods from these illegal settlements with a view to responding to any such deteriorating situation.

So, that's all I'm going to say on the topic for today. We have transmitted the paper to our Member States as we committed to do. It will be discussed by our Member States at the FAC on Monday, and we will take stock of that discussion and then see what happens from there.
