Thank you very much. It's on the options paper. I know you're not going to get into the options paper. I it's clear. It's just since yesterday was discussed first time, several capitals, several voices are saying are accusing the Commission of dragging its feet.

It's a proposal that had been demanded since the end of April. Some countries had demanded something before. The I I agree that the conclusions came in June, but I mean the the the mandate was the signal at least the I mean Kaja Kallas announced it by the end of April. And the argument don't kill the messenger is that there are simply quite straightforward measures that were demanded, so it didn't need that much time to elaborate. So I was wondering if you want to answer to this accusation of dragging the feet.

And a second if I may, it's just walking through who exactly is in the Commission responsible for elaborating this kind of proposals because I understood in the beginning it was more commerce, but I'm not sure if this was developed by another cabinet or whatever you can say on that. Thank you.

So Silvia, let's me put it into the context. So first, yes, the Commission has sent an options paper to the Member States on options regarding the illegal settlements in Israel. This is in line with the request which was included in the European Council conclusions of June. So we're speaking of a Council European Council in June, which asked the Commission to come forward with options, and that's what we did less than a month later, so timely, in time for discussion of the Foreign Affairs Council which is taking place next week. So that's the request from the European Council and we delivered on that request with options in light of a further deteriorating situation regarding the illegal settlements.
