European Commission Commission européenne

Yes, it's a very simple question.  I would like to ask if the Commission has received this audit report which was contracted by the Palestinian Authority about this program, I mean, which was called slay-for-pay, but now has been abolished according to the Palestinian Authority.  And if so, it would be interesting if the Commission bothered to ask for a copy of it in order to have to look into the facts.  And if so, if we can get a copy of that report also.  Otherwise, I don't understand because we've also heard that the Commission has obviously commissioned its own audit of this program, but that is still ongoing.

So why was there a need for a new audit if, if that is the case, the Commission doesn't trust the audit which has already been carried out by the Palestinian Authority?

Go ahead, Guillaume.

Thank you, Moze, for the question.  We already spoke to you last night and this morning about this issue, but I'm happy to recall our position.  So, from our side, the reform on social welfare system of the Palestinian Authority has been always key.  Following the adoption of the decree law abolishing the previous prisoners and martyrs payment system in February 2025, the Palestinian Authority has established a new system that will provide social support based exclusively on socio-economic and vulnerability criteria.  So, as you said, an independent and international audit of the new system was contracted by the Palestinian Authority and started its work earlier this year in January.
