European Commission Commission européenne

Intervenant 2
So there is a media report that Commission has approved the permission for Ukraine to use EU funds for Chinese drone parts.  Could you please confirm if that's so?  And is there any other approval for Ukraine to purchase weapons under the Ukraine Support Loan from any other countries except for the EU, EEA, US, UK?  Yes, thanks.

Intervenant 1
Thank you for your question.  Just one small point from my side.  We're not as a general point going to take questions on Ukraine-related defense topics today given that the President will be speaking, but in this particular instance we just want to provide some information.  So Balazs will answer your question.

Indeed, very, very briefly.  So when you look at the Ukraine 90 billion loan, it has a very clear purpose.  The goal is to enable Ukraine to get the weapons that it needs on the battlefield.  So the objective here is to respond as quickly as possible to the most urgent needs that Ukraine has.  Now, you have, as you know, the 35% rule, so derogations are possible.

These are granted in exceptionally rare cases.  This is a very restricted opportunity that the regulation provides for, and every time that's done, that's done in contact, in coordination with the Member States.  So derogation is the exception, not the rule.  It's a very restricted possibility that the regulation provides for.  But our objective is of course not to rely on these derogations.
