Intervenant 1
Good morning, it's a pleasure to be with you and thank you for your warm welcome, dear Minister, dear Mélanie, and thank you to Canada for launching the first ever EU-Canada ministerial dialogue on health preparedness, emergencies and medical countermeasures. Before we begin, I really would like to honor the four soldiers who lost their lives in the Base Wainwright fire. The European Union sends its deepest condolences to their families and to all Canadians, and we wish the injured a full recovery. These soldiers were preparing to deploy to Latvia to help protect Europe's eastern border, and as we work today to keep people safe, we keep them in our thoughts. Europe and Canada are more than partners, we are close friends and we share the same values and the same belief in science and international cooperation.
And as we all know, hard times show us who your true friends are. And in a more dangerous world, we can never take our friendship for granted. When others ignore the rules that keep us safe, Europe and Canada can count on each other. And that is why we are here today, to make our partnership even stronger. We have stood with Ukraine from day one.
Canada has trained thousands of Ukrainian soldiers. Last year we signed a security and defense partnership, and this year Canada became the first country outside Europe to join SAFE, our joint defense procurement program, which is historical. And now we are bringing the same trust to protecting people's health. Today a virus can cross the Atlantic as easily as an Airbus. And I don't say an Airbus on purpose.
A health emergency on one side of the ocean can become a crisis on the other within days. And it could be a new pandemic or a superbug. It could be a wildfire or a factory shutdown that empties a pharmacy shelves. We need to be ready for all of it. And when we prepare together, we see the danger earlier and we act faster.
