European Commission Commission européenne

Intervenant 2
President, Commissioner, thank you very much. As both have said, change is both faster and more unpredictable in today's world. And I think we can all see that governments and large organizations are struggling with how to react. And in that respect, the Commission is no different. But I think the Commission is different in that it is open to change and it has already been working over the past 18 months on how to make that change happen.

Intervenant 1
So I'm very honored today to be able to present to the President and Commissioner Serafin the report of the High-Level Group on the Future of the Commission's Civil Service, which I chaired and which forms part of the work as both the President and the Commissioner have already explained. Our task was to give the Commission an outside-in perspective. Members of the group work in international organizations like OECD and OSCE, as well as in national administrations and government agencies. I have to start by saying that the group was impressed, very impressed, by the open and thorough way the Commission works and by the wealth of ideas for change that are bubbling up in the system. The work done on the large-scale review has shown that there is a broad coalition for change right across the Commission.
So the purpose of the external group was to draw on our different experiences and to recommend how the Commission can build the adaptive capacity it needs to continuously evolve so that it can deliver results into the future. We decided to make only a small number of recommendations, nine in all, and these are interrelated. Our analysis showed that the Commission has deep expertise and a highly motivated and committed staff, but that its structures are not designed to make the most out of that expertise. Some of the processes are very heavy, and in some areas we would encourage a higher appetite for risk-taking. We're recommending that the Commission build its reform around a restatement of purpose, setting out the Commission's values.
And the aim behind that is to give both the political level and the administrative levels of the Commission a shared sense of working together in the service of the EU. This is about building a shared culture based on collaboration, flexibility, and focused on outcomes. We recommend a new way of working collaboratively rather than in siloed departments. This would require the Commission to work also in cross-DG portfolios. We propose also a new role for the Secretariat-General, which we think should be given a clear mandate to be a strong strategic center that drives results.
