Thank you very much, doctor Morrison. I'm delighted to be serving on your chairmanship this afternoon and to welcome all members to the committee. And I'm very pleased to introduce this instrument, which was laid before the house on the February 24. The Chemicals Health and Safety Amendment Consequential and Transitional Provision Regulations 2026 are important to keep our post Brexit chemicals regime robust, proportionate, and fit for the long term. The regulations amend three p pieces of chemicals legislation, which we assimilated from the European Union, putting right things that could not be put right at the point of EU exit due to the limited powers available then under the European Union Withdrawal Act 2018.
And I'm satisfied these regulations are compatible with the European Convention on Human Rights. The regulations maintain high standards of protection for human health, for the environment, making sure the regulatory system works efficiently for businesses, and supporting economic growth. In combination with the commitment of the Health and Safety Executive to align with the European Union regulatory decisions other than in exceptional circumstances, they create a framework to adopt EU chemical hazard classifications more quickly in Great Britain. Chemicals stakeholder groups really across the board broadly share the wish to stay as aligned with the European Union as possible to support trade and to maintain the high standards of protection we share with our closest trading partners, and this statutory instrument reflects those wishes. It's very important that this legislation is laid now because the powers required in the retained EU law revocation and reform act 2023 expire in June, and no other suitable powers are available.
