Senate Environment and Communications References Committee Australian Parliament

09:55 - 10:01
Speaker 3
Okay.  Well, I declare
10:00 - 11:58
Speaker 11
Open this hearing of the senate environment and communications references committee's inquiry into triple zero service outages.  I ignore...  I begin by acknowledging the traditional custodians of the land in which we meet and pay my respects to their elders past and present.  I extend that respect to any aboriginal and Torres Strait Islander peoples here today.  These are public proceedings being video streamed live by the parliament house website, and a hand sound transcript is being made.

If there's no objections, the committee authorizes media recording and photography of the committee's proceedings in accordance with resolution, number three, the senate resolution number three.  And I am taking it from my, colleagues here that that's authorized.  I remind the media, that this permission can be revoked at any time, so behave, and the media, must follow the direction of secretariat staff.  I remind all witnesses that in giving evidence to a committee, they are protected by parliamentary privilege.  It is unlawful for anyone to threaten or disadvantage a witness on account of evidence given to a committee, and such action may be treated by the senate as contempt.

It is also contempt to give false or misleading evidence.  The committee generally prefers evidence to be given in public, but under the senate's resolutions, witnesses have the right to be heard in private session.  The senate has resolved that an officer of a department or a commonwealth or of a state shall not be asked to give matters, give opinions on matters of policy and should be given reasonable opportunity to refer questions asked to the officer, to superior officers or to a minister.  This resolution does not preclude questions asking for explanations of policies or factual questions about when and how policies, were adopted.  That resolution, of course, relates to our next witness, in in relation to ACMA.
