Senate Select Committee on Information Integrity on Climate Change and Energy

Senate Select Committee on Information Integrity on Climate Change and Energy Australian Parliament

10:06 - 11:29
Speaker 21
I now declare open this hearing of the Select Committee on Information Integrity and Climate Change and Energy.  I begin by acknowledging the traditional custodians of the land on which we meet and pay my respects to their elders past and present.  I extend that respect to Aboriginal and Torres Strait Islander people here today.  The committee will be conducting hearings today via teleconference, video conference, and in person.  Committee members attending in person are myself, senator Bushwilson as chair deputy chair, senator Arndra Raja, senator Canavan, senator Darman, and senator Roberts.

Joining us via teleconference is senator McLaughlin and video comp...  Well, I've actually got senator Darman here in person, so I might might, leave that bit out.  These are public proceedings being video streamed live via the parliament's website, and a hand side transcript is being made.  I remind witnesses that are giving evidence to committee that are protected by parliamentary privilege.  It is unlawful for anyone to threaten or disadvantage a witness on account of evidence given to a committee, and such action may be treated by the senate as contempt.

It's also a contempt to give false or misleading evidence.  Witnesses also have a right to request to be heard in camera.  If a witness objects for answering a question, they should set the ground upon which the objection is made, and the committee will determine whether it will insist on an answer having regard to the ground which it is claimed.  If the committee determines to insist on an answer, a witness may request that the answer be given in camera.  Remind centers of their obligations under the behavior code for Australian parliamentarians, to treat witnesses with dignity, courtesy, fairness, and respect.
11:29 - 12:06
Speaker 3
I remind everyone engaging in the public hearing, including witnesses and members of the public, that the behavioral standards for Commonwealth parliamentary workplaces require people to act respectfully, professionally, and with integrity, encourage and value diverse perspectives, and recognize the importance of a free exchange of ideas.  Bullying, harassment, and discrimination will not be tolerated or condoned.  I also remind committee members that witnesses who are appearing via teleconference and are not speaking to mute their microphones.  So I now welcome, representatives of the United Nations via video teleconference.  I understand that information on parliamentary privilege and protection of witness giving evidence to senate committees has been provided to you, noting that parliamentary privilege does not extend outside Australia.
