Senate Foreign Affairs, Defence and Trade References Committee (part 1 of 2)

17 February 2026

Senate Foreign Affairs, Defence and Trade References Committee Australian Parliament

13:08 - 13:54
Speaker 6
I declare open this hearing of the Senate Foreign Affairs Defense and trade references committee's inquiry into the effectiveness of sanctions against the Russian Federation.  The committee will be conducting today's hearing both in person and via video conference.  I am senator Henderson, chair of the committee, and I'm joined online by senator Ciccone, senator Whitaker, senator Shubridge, senator McLaughlin, senator Nampojibba Price, and senator Collins.  These are public proceedings being video streamed live via the parliament's website, and a hand side script transcript is being made.  I remind all witnesses that in giving evidence to the committee, they are protected by parliamentary privilege.
13:54 - 14:28
Speaker 2
It is unlawful for anyone to threaten or disadvantage a witness on account of evidence given to a committee, and such action may be treated by the senate as a contempt.  It is also a content to give false or misleading evidence.  Witnesses also have a right to request to be heard in camera.  I remind committee members and witnesses who are appearing via video conference and who are not speaking to please mute your microphones.  I'd now like to welcome doctor Anton Muziinko.
14:29 - 14:44
Speaker 6
I understand that information on parliamentary privilege and the protection of witnesses giving evidence to senate committees has been provided to you.  For the hand side record, could you please state your full name and the capacity in which you appear here today?
14:45 - 14:54
Speaker 16
Good morning.  My name is Anton Moisenko.  I'm an associate professor of law at the Australian National University, and I appear here today in my personal capacity.
