Parliamentary Joint Committee on Intelligence and Security Australian Parliament
13:01 - 15:08
Speaker 27
Okay. Welcome, everyone. I, declare open this public hearing of the parliamentary joint committee on intelligence and security for its review of the Royal Commission's legislation amendment protections for providing information bill twenty twenty six. These are public proceedings, and although the committee may agree to request to have evidence heard in camera or may determine that certain evidence be heard in camera, I will remind all witnesses that in given evidence to the committee, are protected by parliamentary privilege unless you are given evidence from outside of Australia. It is unlawful for anyone to threaten or disadvantage a witness on account of evidence given to a committee, and such action may be treated by the parliament as contempt.
It is also contempt to give false or misleading evidence. Now both houses of parliament have resolved that an officer of a department or the commonwealth should not be asked to give opinions on matters of policy and shall be given reasonable opportunity to refer questions asked to a superior officer or a minister. This prohibits only questions asking for opinions on matters of policy and does not preclude questions asking for explanations of policies or factual questions about when and how policies were adopted. As chair will ensure proceedings are conducted in orderly, respectful, and courteous way, I remind committee members of their obligations under the behavior code for Australian parliamentarians and resolutions of both houses to treat witnesses with dignity, courtesy, fairness, and respect. In accordance with the committee's resolutions of, the twenty sixth of August last year, this hearing will be broadcast on parliament's website, and the proof and official transcripts of the proceedings will also be published on the website.
On that note, I, would now like to welcome representatives of the Department of Home Affairs, the attorney general's department, and the office of the Royal Commission on Antisemitism and Social Cohesion to give evidence at today's public hearing. Now could I ask, all of you, for the hand side record, could you please state your full names and the capacity in which you appear today? And let's start with the department of home affairs.
