Senate Rural and Regional Affairs and Transport References Committee (part 1 of 2)

Senate Rural and Regional Affairs and Transport References Committee Australian Parliament

09:21 - 10:50
Speaker 10
Open this hearing of the senate rule and regional affairs and transport references committee inquiry into the opportunities for development of hemp industry in Australia.  I'm the chair, senator Ross Caddell.  I'm joined by senator the honorable Richard Colbeck, senator Josh Dilega, senator Peter Wish Wilson, and senator Tyrone Witten.  These are public proceedings being recorded and livestreamed via the parliament's website, and a hands on transcript is being made.  Some witnesses will, participate today via video conference.

I remind all witnesses that in giving evidence to the committee, they are protected by parliamentary privilege.  It is unlawful for anyone to threaten or disadvantage a witness on accounts of evidence given to a committee, or such action may be treated by the senate as

Contempt.  It is also a contempt to give false or misleading evidence.  Witnesses also have a right to be heard in camera.  If a witness objects to answering a question, they should state the grounds on which they, the objection is made, and the committee will determine whether it will insist upon an answer, having regard to the ground on which it is claimed.  If the committee determines to insist on an answer, a witness may request that the answer be given in camera.

I also remind all senators their obligations under behavioral code for Australian parliamentarians to treat witnesses with dignity, courtesy, fairness, and respect.  Finally, I remind witnesses who are appearing via video conference, if they're listening to...  Right now and who are not speaking, to mute their microphones and remember to unmute when you speak.  Someone always forgets that, but it's important to say it in the beginning.  I now welcome mister James Vosper and miss Catherine Cowan from New South Wales Industrial Hemp Association.
