With is what the government objectives are in terms of the public policy, and those government objectives are to try and move the bulk billing rate to 90% across across the country.  And so we would look at whether, we would also, first of all, look at what interventions are currently in place.  And, obviously, across the country, there's a very wide variation in bulk billing rates.  Western Sydney is the peak.  It's sort of 98, 99%.

Canberra is the lowest.  These regions, the regions in Hunter, this one in particular, is quite low.  Comment mister Rodham made was particularly ref...  With respect to the socioeconomic status of the area, which is can predict bulk billing rates.  So our obligation is when we're thinking about proposals, do we think this is meeting government objectives and has reasonable value for money?

Essentially, the thing we're probably comparing against here is do we have some of these targeted interventions, or do we, for example, try and move the bulk billing incentive across the country or the incentive for practices?  And the view starting with the ACT was it's gonna be more cost effective to start with some localized areas where we think the bulk billing rate is stubbornly low.  So if we can convince ourselves that it is making a contribution to those overall government objectives and it's a cost effective way of doing it, then that would form a view of whether we would recommend a particular site be chosen.
