Parliamentary Joint Committee on Intelligence and Security Australian Parliament

Speaker 4
Excellent.  Well, good afternoon, everyone.  I'd like to now declare open this public hearing of the parliamentary joint committee on intelligence and security for its review of the anti money laundering and counterterrorism financing amendment bill twenty twenty six.  I'll begin by acknowledging the traditional custodians of the land on which we're meeting today and pay my respects to their elders past, present, and emerging.  Now these are public proceedings, although the committee may agree to request to have camera heard...

Have evidence heard in camera or may deter...  Determine that certain evidence should be heard in camera.  I do remind all witnesses that in giving evidence to the committee they are protected by parliamentary privilege unless you are given evidence from outside of Australia.  It is, unlawful for anyone to threaten or disadvantage a witness on account of evidence given to a committee, and such action may be treated by the parliament as contempt.  It is also a contempt to give false or misleading evidence to a committee.

Now both houses of the parliament have resolved that an officer of a department of the Commonwealth shall not be asked give opinions on matters of policy and shall be given reasonable opportunity to refer questions asked to a superior officer or to a minister, and this prohibits only questions asking for opinions on matters of policy and does not preclude questions asking for explanations of policies or factual questions about when and how policies were adopted.  As the chair, I'll ensure the proceedings are conducted in an orderly respectful and courteous way and I remind all committee members of their obligations under the behaviour code for Australian parliamentarians.  Now in accordance with the committee's resolutions of twenty six August last year, this hearing will be broadcast on the parliament's website, and the proof and official transcript of proceedings will be published on the parliament's website.  The hearing today is being conducted with, most members, in fact, think all members, remotely, by video conference.  Members and witnesses participate and remotely reminded to mute your microphones when you are not speaking.

I'd like to now welcome representatives from the Australian Banking Association, mister Chris Taylor, to give evidence of this hearing today.  Now for the hand side record, though, can I ask that you state your full name and the capacity in which you appeared before today's committee, please?
