Senate Rural and Regional Affairs and Transport References Committee [Audio Only] - Brisbane, QLD

29 July 2026

Senate Rural and Regional Affairs and Transport References Committee Australian Parliament

15:58 - 17:26
Speaker 4
Senate Rural and Regional Affairs and Transport References Committee in the regional Medicare access and funding.  I am the committee chair, senator Ross Caddell.  I'm joined by senator of the honorable Richard Colbeck and senator Josh Delegger, and shortly, be joined by senator Paul Scarl.  Welcome all.  These are public proceedings being recorded and livestreamed via the parliament's website, and a hand sound transcript is being made.

Some senators and witnesses may participate via video conference today.  I'm reminded all witnesses that in giving evidence to the committee, they are protected by parliamentary privilege.  It is unlawful for anyone to threaten or disadvantage a witness on behalf of evidence given to a committee, and as such, action may be treated by the senate as a contempt.  It is also a contempt to give false or misleading evidence.  Evidence.

Witnesses have a right to request to be heard in camera.  If a witness objects to answering a question, they should state the ground on which they have...  The objection is made, and the committee will determine if it would insist on an answer, having regard to the ground on which it is claimed.  If the committee determines to insist on an answer, a witness may request that the answer be given in camera.  I also remind senators of the obligations under behavior code of conduct, the Australian parliamentarians to treat witnesses with dignity, courtesy, fairness, and respect.

Finally, I remind committee members and witnesses who are appearing remotely later on to put your microphone on mute when you are not speaking and then remember to unmute.  I now welcome miss Cassandra Gillies and mister John Greg from the Western Queensland Primary Health Network.  I understand that information on parliamentary privilege and protected witness has been given to you.  Is that correct?  Correct.
