Parliamentary Joint Committee on Intelligence and Security Australian Parliament
26:56 - 29:07
Speaker 6
I'd like to now declare open this public hearing of the Parliamentary Joint Committee on Intelligence and Security for its review of the Australia's Foreign Relations (State and Territory Arrangements) Amendment Bill 2024. I want to begin by acknowledging the traditional custodians of the land on which we are meeting today and pay my respects to their elders past, present, and emerging. Now these are public proceedings, although the committee may agree to a request to have evidence heard in camera or may determine that certain evidence should be heard in camera.
I do remind all witnesses today that in giving evidence to the committee, they are protected by parliamentary privilege unless you are giving evidence from outside of Australia. It is unlawful for anyone to threaten or disadvantage a witness on account of evidence given to a committee, and such action may be treated by the parliament as contempt. It is also contempt to give false or misleading evidence to a committee. Now, both houses of the parliament have resolved that an officer of a department of the Commonwealth shall not be asked to give opinions on matters of policy and shall be given reasonable opportunity to refer questions asked to a superior officer or to a minister. This prohibits only questions asking for opinions on matters of policy and does not preclude questions asking for explanations of policies or factual questions about when and how policies were adopted.
As chair, I'll ensure proceedings are conducted in an orderly, respectful, and courteous way. I remind all committee members of the obligations under the code of conduct for Australian parliamentarians and resolutions of both houses to treat witnesses with dignity, courtesy, fairness, and respect. In accordance with the committee's resolutions of the 26th of August last year, this hearing will be broadcast on the parliament's website and the proof and official transcripts of proceedings will also be published on the parliament's website. The hearing today is being conducted with members of the committee and witnesses appearing by video conference. I'd like to now welcome representatives of the Australian Technology Network of Universities and the Group of Eight Australia to give evidence at this public hearing today.
Good afternoon, and for the Hansard record, could I ask that you state your full name and the capacity in which you appear today?
