Senate Foreign Affairs, Defence and Trade Legislation Committee

20 August 2026

Senate Foreign Affairs, Defence and Trade Legislation Committee Australian Parliament

11:10 - 12:50
Speaker 7
And AC DVS implementation and related measures number two bill.  I want to begin by acknowledging the traditional custodians of the land on which we are meeting today and pay my respects to their elders past, present and emerging.

The committee will be conducting today's hearing here in Canberra at Parliament House, and I'm joined by the Deputy Chair, Senator Collins, as well as other members of the committee.  These are public proceedings and that are being streamed online via the Parliament House's website, and Hansard transcript will also be made.  I want to remind all witnesses that in giving evidence to today's committee, you are protected by parliamentary privilege.  It is unlawful also for anyone to threaten or disadvantage a witness on account of evidence given to a committee, and such action may be treated by the Senate as a contempt.  It is also a contempt to give false or misleading evidence.

Witnesses also have a right to request to be heard in camera.  I remind senators of their obligations under the behavior code for all Australian parliamentarians to treat all witnesses with dignity, courtesy, fairness, and respect.  And I remind committee members and witnesses who are appearing via video conference and who are not speaking to ensure your microphones are on mute.  On that note, I'd like to now welcome the Honorable Peter Tinley AM, National President of RSL Australia.  Good afternoon, Peter.

I understand that information on parliamentary privilege and the protection of witnesses giving evidence to Senate committees has been provided to you.  Could I ask for the Hansard record, could you please state your full name and the capacity in which you appear today?
