Senate Rural and Regional Affairs and Transport References Committee - Brisbane, QLD (part 1 of 2)

27 August 2026

Senate Rural and Regional Affairs and Transport References Committee Australian Parliament

16:01 - 17:32
Speaker 8
Senate Rural and Regional Affairs and Transport References Committee into regional Medicare access and funding.  I am the committee chair, Senator Ross Cadell.  I am joined by Senator the Honourable Richard Colbeck and Senator Josh Delega, and shortly we'll be joined by Senator Paul Scarr.  Welcome all.  These are public proceedings being recorded and live streamed via the Parliament's website, and a Hansard transcript is being made.

Some senators and witnesses may participate via video conference today.  I'm reminded all witnesses that in giving evidence to the committee, they are protected by parliamentary privilege.  It is unlawful for anyone to threaten or disadvantage a witness on behalf of evidence given to a committee, and as such, action may be treated by the Senate as a contempt.  It is also a contempt to give false or misleading evidence.  Witnesses have a right to request to be heard in camera.

If a witness objects to answering a question, they should state the ground on which the objection is made, and the committee will determine if it insists on an answer, having regard to the ground on which it is claimed.  If the committee determines to insist on an answer, a witness may request that the answer be given in camera.  I also remind senators of the obligations under the behaviour code of conduct of Australian parliamentarians to treat witnesses with dignity, courtesy, fairness, and respect.  Finally, I remind committee members and witnesses who are appearing remotely later on to put your microphone on mute when you are not speaking and then remember to unmute.  I now welcome Ms Cassandra Gillies and Mr John Gregg from the Western Queensland Primary Health Network.

Understand that information on parliamentary privilege and protection of witnesses has been given to you, is that correct?
