Speaker 1
The changes that were done in 2012, very different environment, obviously that was more looking at high income, other changes were introduced at that time to the MLS, so this is really a new thing.  A lot of the data does sit with government, and it's clear that throughout this process each kind of part of the sector has tried their very best to fill the gaps in this data analysis.  And I know that there's also gaps in government data as well.  There is a real opportunity, and at least speaking on behalf of my members, we would happily support any analysis to try and better understand this.  And it's not the first time that CHA members have given over their financial data to support government understanding what's happening.

So I think that there's a real drive from CHA members to support any kind of additional modelling on this, so that either we can be better prepared for what happens if this bill passes, but also so that we can plan.  Like, it's really hard to plan your case mix if something like this passes.  What does that mean for your workforce?  How can we get agreements in place with state hospitals?  So I think that just like Peter has done in terms of, and Cath, in terms of providing this information, there is a real appetite from the hospital sector to help.

I think we just want to receive, I guess, that opportunity to support such analysis.

So, I'm probably stating the bleeding obvious, but I mean, would your recommendation be to the government to not proceed with this at this time to get that analysis done before you put this into place?  Because if you put it in place and allow us, or the Australia to find out that actually some of the predictions that have been made by some of our witnesses were actually correct, you can't turn this around once the damage is done.
