Parliamentary Works Estimates Commission House of Lords
00:07 - 01:26
Speaker 1
Order. Order. Welcome everyone to this afternoon's session of the parliamentary works estimates commission. We are here to review the delivery authorities estimate for 2026 to 2027. It already have been approved by the r and r client board.
Before we begin, I wanted to get I wanted to set out the estimates commission's role in the budget approval process. Our powers under 2019 act require us to review the delivery authority's annual estimate and have regard to any treasury advice on it. Having considered both, we may make comments as we consider appropriate, but we can only reject an estimate if the phase one cost assessment exceeds the phase one expenditure limit. Just wanted everyone to be clear the the limitations of our authority. The last estimate will bring the total cost of phase one to £540,000,000 by the end of this financial year.
This is the same amount as the latest cost assessment provided to us. Therefore, as was the case last year, we have no option other than to lay the estimate before us. And it was important for us to register that at the beginning regardless of any concerns that we have. If the estimate is within the window, we have no option other than to lay the estimate before us. We've had an item of correspondence today from the treasury.

I know you haven't had a huge amount of time to review it, but we wrote to the treasury because they had deviated from their normal tone and language, in particular, their language that said that they believe the estimates to be taught and realistic. We were concerned by that, so we wrote back to the treasury. We had a response back today, And we will come to this as a question later on, but just at the beginning, to make it clear that we have the letter has unsettled us, and we have got some concerns with the language and tone the treasury have used. And I will that will be my final question to you, mister Goldsmith. At the very end, how you feel the treasury responded to us and your response we'll come back to the end.
