Intervenant 1
Good morning.  Thank you all for taking the time to join today's CASF workshop.  This is the first time we're hosting the workshop in the hybrid format, and we are very excited to have everyone here with us in person as well as those participating virtually.  On behalf of the team, I would like to welcome everyone.  For those I may not have had the pleasure of meeting yet, my name is Selena Huang, and I'm the program manager for the communications division's broadband, video, and market branch.

The purpose of today's workshop is to facilitate collaboration among regional consortia, stakeholders, local governments, existing facility based broadband providers, and consumers regarding cost effective strategies to which broadband access goes.  I am pleased to be here with commissioner Hauke, director Alice, the CSF team, grantees, guest speakers, and stakeholders as we work together to reach the CSF program goal and bridge the digital divide.  Before we move into the discussion, I would like to take a moment to provide some quick program highlights.  The commissioner and the director, Alice, and the team will provide additional details.  The CASF program has continued to help close the digital divide in California by providing grants to build and expand broadband facilities to unserved areas of the state.

The program also funds activities to increase publicly available or after school broadband access and digital inclusion.  Currently, the CASF program is allocated to the following six accounts, the broadband infrastructure grant account, the line extension program, rural and urban regional broadband consortia grant account, broadband adoption account, broadband public housing account, and the tribal technical assistance program.  Since program inception, the CASF program has awarded over 1,460 projects totaling over $480,000,000 to provide broadband access to eligible Californian.  On 11/20/2025, the CPUC issued decision twenty five eleven o o three modifying the program requirement and guidelines for the CASF broadband adoption account, rural and urban regional broadband consortia account, and the line extension program to maximize broadband infrastructure access and deployment.  Decision twenty five eleven o o three closed the CSF proceeding.

Intervenant 14
Rule making 20 o eight zero two one.  The team will explain some of the changes later.  The CSF broadband infrastructure grant account postponed the application deadline from 04/01/2025 to 10/31/2025 to allow time for applicants to leverage federal funding allocated to the state of the California in the broadband equity access and deployment program.  On 10/31/2025, the CPUC received 41 applications requesting approximately $424,000,000 from the CSF broadband infrastructure grant account.  Per the postponement of the deadline for action on pending 2025 BASF applications and 2026 BASF infrastructure project application deadline letter, we plan to publish draft resolution recommending project approval from the 2025 cycle by 07/31/2026.
