Council of the European Union Conseil européen
00:17 - 00:52
Intervenant 5
Secretariat and the broadcast can proceed. Dear colleagues, let us now turn to CAP post-2027 regulation. The future of the CAP is of great importance to our farmers and to the EU agri-food sector as a whole. I hope we can take an important step forward today by reaching a partial general approach, or in short, a PGA. This item will be taken together with two items under any other business which relate to the CAP.
00:52 - 01:43
Intervenant 4
Both items will be presented by Slovakia, one on behalf of Bulgaria, Croatia, Czechia, Hungary, Poland, Romania, and Slovakia, and one on behalf of the same countries plus Slovenia. The CAP regulation is part of the MFF package that the Commission presented in July 2025. Last month, this Council agreed a PGA on the Common Fisheries Policy, the EU Maritime and Aquaculture policies, and the European Ocean Pact regulation. And just last week, an SCA mandate was achieved on the CMO file. We must now progress also on the CAP post-2027 regulation, which is one of the last remaining MFF sectoral files left to reach a PGA.

Intervenant 3
Our farmers need clarity about the future policy framework, and we should not lose time. The Irish Presidency has worked hard to prepare a compromise text for a partial general approach that should hopefully be acceptable to most, if not all of you. You have received our compromise text in document 14484/26. I deliberately used the word acceptable. As always in these negotiations, not every request can be accommodated in a compromise.
The Presidency considers that the current compromise text represents a fair and balanced approach between various interests and concerns expressed by Member States. I therefore invite you to look at the compromise text as a whole, rather than focusing only on individual provisions. We may not all agree with every detail, but we need to consider whether the overall balance is right. As I said, the Irish Presidency has worked intensively on this file, but the same goes of course also for your administrations, Council Secretariat, Council Legal Services, and the Commission. Thanks for your cooperative spirit and constructive suggestions, we have listened and believe we have found practical solutions.
