Dear chair, dear colleagues, I'd like to take a brief moment ahead of the vote to thank the shadow rapporteurs and their teams for their very constructive cooperation on this important opinion.  And I think the compromise before us today reflects that good spirit.  This opinion could hardly be more timely.  It was initiated against a backdrop of growing antagonism and outright political assaults and coercive measures against courts, judges, prosecutors, UN mandate holders and civil society organizations engaging with international courts, precisely because they seek to uphold accountability and ensure that international law is applied correctly and independently.  And that pressure on the international justice system is only intensifying. 

Most recently, during our negotiations, the US announced a further whole-of-government campaign against the International Criminal Court with the stated aim of dismantling the court brick by brick.  That should concern anyone who believes that international law must be upheld consistently and not selectively.  And it should spark more determined actions from the EU in support and defense of our international legal order.  Against this backdrop, we wanted this opinion to make clear that the EU's commitment to the international rule of law cannot remain a matter of principle alone.  It must also be legally coherent, operational and enforceable. 

And that means that using the instruments we already have, use them more effectively, protecting judges, officials, civil society and other international justice sector actors from the extraterritorial effects of foreign coercive measures, and ensuring that the EU itself acts fully consistently with its international legal obligations.  And for this reason, the opinion urges the EU Commission again, in line with earlier calls of this house, to activate the EU blocking statute to protect and safeguard the ICC.  It also makes protection more operational by calling for a coordinated EU framework with practical safeguards and actions.
