Public Accounts Committee Actual start House of Commons
14:18 - 15:48
Speaker 1
Order, order. Welcome to this session of the Public Accounts Committee, Monday the 13th of July 2026. Today we will be examining how the Crown Estate manages its extensive portfolio of land and property, including its responsibility for the seabed around England, Wales, and Northern Ireland. Today we will be exploring the arrangements for residential properties occupied by members of the Royal Family, where the responsibilities are shared between the Crown Estate and the Royal Household.
The Crown Estate generates significant returns for the taxpayers. Over the past three years, it has returned more than one billion pounds to the taxpayer, with much of this growth driven by the seabed leasing for offshore wind development, and is an area we will explore during this session. Given the scale and value of the assets managed by the Crown Estate and the Royal Household's role in overseeing Royal residences, it is important that both organisations demonstrate good stewardship of public resources and deliver value for money.
So this afternoon we will examine how effectively the Crown Estate is managed, managing its assets, whether its administrative costs are reasonable and justified, and whether the property and leasing arrangements managed by both the Crown Estate and Royal Households are delivering the best possible value for the taxpayer. So without any further ado, I'm going to start with you, Dan, if I may, and welcome all three of you, ask each of you to introduce yourselves, say who you are, what you do, and how long you've been in post would be really helpful.

Speaker 6
Thank you, Sir Geoffrey. I'm Dan Labbad, Chief Executive of the Crown Estate. I'm also the accounting officer and the second commissioner. I've been in post for just over six years, and my responsibility is to obviously oversee both the strategy and the management of the Crown Estate on a day-to-day basis.
