Intervenant 2
Dear Martin, dear ministers, I am pleased to present to the Council my second annual progress report on simplification, implementation, and enforcement. My report is more than an update. It shows how we are making our fisheries and maritime policies work better in practice. That is what simplification must deliver: simpler rules where possible, clearer obligations where necessary, and real results for fishers, aquaculture producers, coastal communities, administrations, and citizens. Rules must be workable and predictable, and their implementation must be consistent across the EU.
My objective is straightforward. I want to reduce unnecessary or unjustified burden wherever we can, while at the same time preserving the level of ambition set by the co-legislators for our policies. During the reporting period, we made progress on that agenda in several concrete areas.
First, we have advanced the simplification of our legal framework. We adopted a proposal for targeted amendments of the European Maritime Fisheries and Aquaculture Fund regulation on the 21st of September. It aims to make the fund more flexible and easier to implement, to reduce administrative burdens for beneficiaries and administrations, and to clarify provisions that are proving difficult to implement without departing from the fundamental principles of the CFP and the EMFAF logic. Second, we continued our reflections and preparatory work on possible amendments to the multiannual fisheries management plans. The aim is to make the plans easier to apply while safeguarding the core objectives of the CFP, including sustainable fisheries management.
