The session opens with the Chair and Baroness Casey setting out the Commission’s remit, timeline and intent to publish interim recommendations, before moving to define what a National Care Service could be, how it differs from the current fragmented system and what phase one will cover in terms of NHS–care boundaries, public mandate and entitlements; Casey also reports on early cross‑party engagement and highlights deep structural fragmentation, duplicated assessments and poor information flows as core problems to solve.
