Thank you, Chair.  It was, it was just, my honorable friend was talking about the importance of perception of the safe space in relation to people being able to come forward and fears that whistleblowers in particular might feel.  And I was just wondering if he agreed with me that it's not just the perception that causes them, whistleblowers, to, potential whistleblowers to worry, but actually if they read the newspapers on a regular basis or on social media, they will see examples of people who have suffered mistreatment as a result of having been whistleblowers.

Joe Robertson.  Of course, the shadow minister is absolutely right.  Perception is a problem, but the reality on the ground is perhaps the even greater problem.  And both of those are issues here with what the government plan.  Now there could be, there could be a reason why this merger or the abolition of HSIB needs to happen.

But we haven't seen that compelling argument.  We have seen some attempts at a justification, but they seem to be incredibly thin, and that's being generous.  The principal argument seems to be that there is a busy and confusing landscape when it comes to investigatory and regulatory bodies.  Indeed, I think the figure that Dr. Dash put forward was something like 150 different organizations, and she was asked to review just six of those.  So even if she were to have abolished all six of those, it clearly does nothing to reduce the busy and confusing landscape.
