Health Bill House of Commons
00:05 - 00:50
Speaker 4
Order, order. We're now sitting in public and the proceedings are being broadcast, so yeah, be mindful of that. And before we begin, I'd like to remind members to please switch off electronic devices to silent. Tea and coffee are not allowed during sittings, but there's copious amounts of water, plus still, silver is fizzy. We now come to group 12 and amendment 28 to clause 15 tabled in the name of Layla Moran, with which it'll be convenient to consider clause 15 stand part.
I understand Helen Morgan will move this amendment on behalf of Layla Moran, is that right? Yep, okay. Amendment 28 to clause 15 as on the amendment paper. Helen Morgan.

Speaker 2
Thank you very much, Chair. It's a pleasure to serve with you in the chair. I am moving this amendment on behalf of my friend, the honourable member for Oxford West and Abingdon, who is also the chair of the Health and Social Care Select Committee. She has designed this amendment to explicitly require the Secretary of State to make arrangements for the co-production of any health service commissioned by the Secretary of State. More broadly, when it comes to clause 15, Liberal Democrats are in support of clause 15, particularly the plans to involve affected patients, carers, and representatives in planning and commissioning arrangements.
It's really important to us because carers are a priority for our party, that they have a meaningful say in the design and delivery of their care. And I would be grateful if the Minister in her closing remarks could elaborate a little bit more on what that might look like in practice. The amendment by the chair of the Health Select Committee, I think just wishes to tighten up this clause to make some of its provisions more explicit so that we can be confident that anyone involved in an individual's care has the ability to influence that in an appropriate way.
