Order, order. Welcome to the Public Accounts Committee on Thursday the 16th of July 2026. The long-awaited Defence Investment Plan, the DIP, was initially due in August '25, autumn '25, and finally published by the government last month. The DIP comes off the back of last year's Strategic Defence Review, SDR, and outlines how the UK's new equipment and defence infrastructure will be funded over the coming decade. It acts as the principal mechanism for converting the SDR from policy into coherent and affordable delivery departmental programs.

Our committee had previously warned of the impact of the length of time it had taken to agree the DIP on the defence sector and particularly its suppliers. And in our most recent report, we concluded that the delay was both hindering the MOD's attempts to modernize our armed forces and undermining its relationship with the UK's defence industry. So today we'll be looking to examine the basis of the defence investment plan, follow up on the committee's previous work relating to the defence expenditure, including programs such as the F-35 aircraft and Ajax armored vehicles. So, again, welcome to all of you and thank you all very much for coming. Jeremy, I'd just like to say before we start, I heard today from the Comptroller and Auditor General that you have submitted your MOD accounts on time.

A big congratulations are due in that because there were a lot of six billion odd missing assets last year and problems with the Afghan resettlement scheme.
