Built Environment Committee House of Lords

Speaker 8
Good morning and welcome to the House of Lords Built Environment Committee.  As everybody knows, we have been looking over the last 18 months or so into the subject of new towns, and our third module has been specifically around what we've called bricks and mortar, some of the stumbling blocks to actually make these new towns happen.  This is our final public session before the summer recess.  We will return, people will be pleased to know, after the summer to conclude this inquiry.  But today, effectively, is not just the end of this module, but in effect the end of our discussions on new towns.

And so what we're seeking to do is to bring the whole debate about this program to a conclusion and to raise some of the issues around delivering what we would term megaprojects or big projects as new towns, and can it be done and should it be done, in effect.  And we're delighted to welcome two guests before us today to talk to us about that, in the form of Dr. Budzier from the Saïd Business School in the University of Oxford and Professor Denicol, who is the professor of megaproject management at the UCL.  Welcome to both of you.  I think you're aware we've got a series of questions around the horseshoe.  The request I have of our witnesses and members alike is to just keep the questions and the answers as short as is possible.

If there's any bits you don't feel you have anything to add or you want to write to us about, please do say so.  But first, I think we're going to go to Baroness Janke.

Thank you.  This question to both of you: what would a successful delivery of the new towns program look like to you?  I'd like to start off with that.
