Intervenant 1
Start the broadcast.  We now move to our next point on the agenda, which is a policy debate on the negotiating box for the next MFF.  As promised, and after intensive consultations with all of you, and welcome Commissioner Piotr Serafin, I see you there, we present a revised negotiating box, which includes the second compromise proposal on figures.  This is a major milestone in negotiations, and I hope it marks a significant step towards agreement.  The Irish presidency has listened carefully to every single one of you.

We've listened intently to your views and your priorities on the fundamental questions within the MFF.  And the negotiating box is the product of these exchanges and the work of the previous Cyprus and Danish presidencies.  The Irish presidency's revision represents a mature and balanced compromise.  It seeks to reconcile the diverging views while also acting as a catalyst that can accelerate progress towards a conclusion, including by revealing where the most stubborn differences remain.  Positions around the table have been strong and at times fundamentally opposed.

Our negotiating box brings us closer to resolving the so-called budgetary trilemma: financing new priorities in competitiveness, research, innovation, security and defence on the one hand, while at the same time addressing treaty-based policies that member states hold as priorities, and doing so in a way that reflects the fiscal realities that all member states face.  The box also advances a significant and balanced package of new own resources in response to the tasking we received from the President of the European Council in June.  We believe that this proposal paves the way for the President of the European Council, Antonio Costa, to advance the next stage of negotiations amongst our leaders, including later this week at the European Council.  The revised negotiating box we present provides savings of 8% compared to the Commission proposal.  Importantly, this represents a substantial increase of 30% from the current MFF.

Specifically, we propose an allocation for Heading 1 of 914 billion euro, which represents an 11% increase from the current MFF and 3% in savings on the Commission proposal.  We have set Heading 2 providing a significant increase of 107% and 13% in savings on the Commission proposal.  Heading 3 includes a proposed allocation of 157 billion euro, providing a 31% increase from the current MFF and providing 17% in savings on the Commission proposal.  Finally, we propose an allocation of 95 billion euro for Heading 4, which represents a 12% increase on current spending levels and savings of 8% from the Commission proposal.
