Good afternoon and welcome to this meeting of the Environmental Audit Select Committee. I'm standing in as chair for Toby Perkins, who's unavailable this afternoon. It's a one-off session to question the Committee on Climate Change on their June 2026 report, Progress in Reducing Emissions 2026 Report to Parliament.

And the brief that we have focuses on areas where progress may be off-track or which we feel are lacking credible policies and plans. So we have two witnesses before us this afternoon, Emma and Dr. Eoin Devane. Would you like to introduce yourselves and who you are and what the Committee on Climate Change does for our viewers?

I'm Emma Pinchbeck, I'm the Chief Executive of the Climate Change Committee. And the Climate Change Committee is the independent advisor to government on the UK's Climate Change Act and the carbon budgets, but also on climate change risk and adaptation. We also are the auditor, so in this role we're working for you to hold government to account on the legislative targets. And we have similar functions across the devolved governments too.
