Fifth Delegated Legislation Committee Actual start House of Commons
15:25 - 15:55
Speaker 2
Order, order. The draft Justification Decision (Generation of Power by the RR SMR) Regulations 2026. Before I call the Minister, any honorable member or official who wishes to take off their jacket has the Chair's permission to do so. Minister, would you be good enough to move the motion?
15:55 - 17:35
Speaker 1
Thank you so much, Mr. Chairman, and now it's an extra, extra pleasure to serve under your chairmanship as it's slightly less formal than I was a few minutes ago. I beg to move that the Committee has considered the Justification Decision (Generation of Power by the RR SMR) Regulations 2026, which were laid before the House on the 3rd of June 2026.
These regulations are an important step towards enabling the deployment of Rolls-Royce Small Modular Reactor, or Rolls-Royce SMR, in the UK, supporting our energy security, net zero, and economic growth. They give legal effect to the Secretary of State's decision that this technology is justified under the UK's regulatory framework for practices involving ionizing radiation. They do not approve to build, use, or fund small modular nuclear reactors, just the legally, the Secretary of State's decision was justified. This means that its benefits outweigh the potential risks to health from radiation exposure, allowing it to proceed towards deployment in the UK. The Secretary of State identified a range of benefits.
The Rolls-Royce SMR has the potential to provide reliable, low-carbon electricity at scale, helping to power homes and meet growing demand and supporting the transition to net zero. The technology is based on well-understood pressurized water reactor technology and can contribute to a more secure, homegrown energy system, reducing reliance on imports. The development and deployment of the technology are also expected to create opportunities for UK jobs, manufacturing, and supply chains. Those benefits were weighted against the potential detriments.
