The Committee resumes line-by-line scrutiny to examine proposals on ECG screening for young people, statutory reporting of antimicrobial resistance deaths and mandatory escalation of systemic malpractice, with Ministers stressing existing evidence, surveillance systems and safety frameworks while proposers highlight perceived data gaps and cultural failings.

We resume line-by-line consideration of the Health Bill. The selection list for today's sitting is available in the room, and proceedings must, so far as not previously concluded, be brought to a conclusion by 5:00 PM this afternoon. And once again, I'm happy to give blanket dispensation for the removal of jackets. We now come to group 61, a new clause 29 tabled in the name of Dr. Allison Gardner, who's not a member of the committee. Does any other member of the committee wish to move the new clause?

So this new clause would require the Secretary of State to conduct and publish a review into the use of ECG screenings to identify cardiac issues in persons over 14 years of age. So 12 young people die every week from undiagnosed heart conditions. One of those was Clarissa Nichols, who died just before her 21st birthday while on a year abroad in France. Her mother and her friends have been campaigning tirelessly to not only provide ECGs to young people, but also to raise awareness about early detection of these conditions. So finding a heart condition like this does not mean exercise must stop or that life goes on hold, it just means appropriate alterations can be made to keep the young person safe, active and healthy.

And such a scheme has been rolled out in Italy and been hugely successful.
